Three investigations. Two countries. One pattern: the document and the satellite told different stories.

We wrote recently about an Indonesian plywood case where a logging concession was fully licensed and, in the same year, actively clearing natural forest inside its own boundary. At the time we treated it as an illustration of a detection problem specific to timber. Since then we went looking for whether the same pattern shows up elsewhere. It does — repeatedly, recently, and not only in wood.

Case one: permits compared directly against satellite images

An investigation into carbon-offset projects in the Brazilian Amazon found that at least 24 of 36 projects examined involved landowners, developers or forestry companies previously fined by Brazil's environmental agency for illegal deforestation. In one case — since referred to by investigators as "Operation Greenwashing" — police compared logging permits directly against satellite imagery of the same land and concluded the permits had been used to launder more than 1.1 million cubic metres of timber that had, in reality, been illegally sourced.

The mechanism here isn't a data-quality failure. It's the opposite: a paper trail that was deliberately constructed to survive a documentation-only check. A due diligence process that stops at "does a valid permit exist" would have passed every one of these shipments.

A separate investigation uncovered an illegal logging operation spanning roughly 5,000 hectares of forest inside Indigenous territory in Brazil's Pará state. Using satellite imagery cross-checked against official transport and export records, investigators traced over 78,000 cubic metres of timber — more than 800 shipping containers — from three sites to buyers supplying major international hotel chains and a Formula One event.

What makes this case distinct from the first isn't the scale — it's that the trail was reconstructed after the fact, from records that existed the entire time. The documentation wasn't missing. Nobody had cross-referenced it against what was actually happening on the land while the shipments were moving.

Case three: the satellite works, the ownership doesn't

A report on illicit financial flows from deforestation in Brazil and Cameroon found that both countries have functioning satellite-based forest-loss monitoring — the mapping itself isn't the bottleneck. The gap is beneficial ownership: investigators could see where forest loss was occurring but frequently couldn't identify who actually owned or controlled the companies logging without permits, because company registries don't reliably disclose the individuals who ultimately benefit.

This is a different failure mode again — not a forged document, not an unchecked paper trail, but a structural gap in what any registry is required to reveal in the first place.

This isn't only a wood problem

The same Financial Transparency Coalition report found that in Brazil's Mato Grosso state — responsible for a fifth of the country's forest loss in 2025 — properties without valid deforestation permits accounted for 48% of all land used for soy production and 15% of land used for intensive cattle grazing. Three commodities, three investigations, one recurring shape: the paperwork and the land don't reliably describe the same reality, and finding out which one is true takes a comparison somebody has to actually run.

The counter-example worth including

A twenty-year study across five Congo Basin countries found that logging concessions with independently validated forest management plans experienced a sustained 47% reduction in forest loss compared to concessions without one — an effect that persisted for up to nineteen years, with or without additional third-party certification.

This matters because it keeps the argument honest. The point isn't that legal frameworks are theatre. It's that a framework only works when someone actually validates it against what's happening on the ground, continuously — not once, at the point a permit is issued, and never again.

None of these investigations found bad geo-data. They found accurate geo-data that nobody had checked against the paperwork it was supposed to match — or paperwork nobody had checked against the geo-data.

Where this leaves due diligence built on documentation alone

A permit number, a concession ID, a certificate — every one of them is a claim about a specific piece of land. That claim is only checkable if the geolocation behind it is accurate, structurally valid, and actually tied to the parcel in question. Geometry validation doesn't catch fraud, and it doesn't resolve beneficial-ownership secrecy. But it's the precondition for every comparison in this piece — permit against satellite, ownership against registry, claim against boundary. None of these investigations were possible without someone first establishing exactly which polygon they were arguing about.

We don't investigate fraud or beneficial ownership — that's a different discipline entirely, done well by the organisations behind these reports. What we do is make sure the geolocation underneath a claim is accurate and structurally sound enough that a comparison like this is even possible to run in the first place.

A permit is a claim about a place. You can't check a claim against a place you can't reliably locate.
